Works as part of Capital Facilities as an experienced branch chief who will manage and lead a diverse and highly skilled team of approximately 30 employees in the Building Construction Branch (BCB). Is a key and integral member of the BDCD management and leadership teams, and a key leader in the Capital Facilities business area. Provides leadership, coaching, guidance and direction to assure that BCB meets productivity goals, and established performance goals in the areas of safety, project quality, budget, schedule, and customer satisfaction. Ensures construction contracts are developed and implemented in compliance with federal, state and local codes, regulations and ordinances. Leads the Capital Facilities' (CAP) construction program for a wide variety of very complex, high profile building development projects, for new construction and major renovations, ranging from approximately $250,000 to over $50 million in value.

Responsibilities include administration of construction contracts utilizing a competitive, low-bid approach; job order contracts; Construction Manager-At Risk; and implementation of construction under public private partnership agreements. Contract administration responsibilities for the branch include schedule review, pay application review, coordination of shop drawing reviews, coordination of responses to requests for information, coordination of required inspections and regulatory compliance, analysis and negotiation of change order claims, facilitation of progress meetings, coordination among key project stakeholders, customer service outreach, and resolution of punch list and warranty phase issues, and project closeout. Other areas of branch responsibility include safety program implementation, quality control of construction documents and in place construction work, constructability and phasing plan reviews, review of contractor qualifications, value engineering leadership, leadership in implementation of sustainable development projects, management of human resources and project budget allocations.

Plays an important role in leading the implementation of the county's Capital Improvement Program (CIP) for a wide variety of county-wide building projects, providing strategic leadership for ongoing process improvement and organizational development, is a leader on the CAP Emergency Management team, and a leader in the Capital Facilities business area. Leads in BCB and BDCD strategic planning, and promotes safety training and awareness, employee development, quality assurance and environmental stewardship. Models and promotes a proactive, collaborative and mutually supportive partnership with the Building Design and the Public Private Partnership Branches in BDCD, other branches and divisions in CAP and DPWES, and with BDCD's customer and stakeholder agencies. May be required to lead public meetings and conferences and serve on technical committees and provide planning and contractual recommendations to the BDCD director and other senior county managers.

Must have a strong focus on safety; superior customer service; efficient project delivery; collaborating and partnership with a wide range of organizations in the planning and execution of building projects; resolving or making recommendations to resolve complex contractual issues, and design and construction issues. Provides code related technical training. Knowledge and understanding of alternative delivery methods for construction to include; Design/Build, CMAR, Progressive Design/Build, JOCs, etc.

Building Construction Branch work involves:
  • Working with a team of highly qualified, collaborative, and motivated professionals.
  • Working with a highly respected, award winning organization.
  • Providing a positive, collaborative and mutually supportive leadership approach with staff, customers and stakeholders, contractors, and other branches in BDCD.
  • Construction Management of virtually all major County building projects, new work and renovations.
  • Approximately twenty active construction projects.
  • Over twenty projects in design phase and scheduled to move to construction in the next two years.
  • 2 Active Parking Garage Construction Projects to support Metro Silver Line Phase II.
  • Multiple Active Fire Station Construction Projects.
  • Major Demolition Project of the twelve story Massey Building.
  • Active Construction Projects on Community Centers, Community Shelters, Affordable Housing facilities, and other community and Human Services related projects.
  • Major renovation, capital renewal, and adaptive re-use work.
  • Managing joint development partnership and PPP construction projects.
  • Promotes staff development opportunities, leads training sessions, coordinates training opportunities in building and construction management technical issues.


Employment Standards

MINIMUM QUALIFICATIONS

Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architecture field; plus five years of progressively responsible professional experience in the appropriate engineering field.

CERTIFICATES AND LICENSES REQUIRED:
  • Valid driver's license.
  • Valid Virginia Professional Engineer or Architect license


An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity.

NECESSARY SPECIAL REQUIREMENTS:

The appointee is required to complete a criminal background check, credit check and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Ten or more years of progressively responsible experience in all aspects of design and construction contract management for Building Capital projects - preferably in local, state, or federal government.
  • Ten or more years of extensive experience managing and leading a large workforce dealing with complex technical issues related to building design and construction, construction contracting, construction management, development and implementation of safety programs, and a history of successful management of human capital and budgets at the project and program level.
  • Ten or more years of extensive experience working on large scale complex projects, successful collaboration with design teams and customer agencies, contributing to public private development agreements, resolving construction claim disputes and appropriate program leadership to assure timely delivery of high-quality building projects.
  • Proven experience in teambuilding with large groups.
  • Accreditation as a Certified Construction Manager is preferred.
  • Strong written and verbal communication skills; and strong leadership skills to stress the mission, vision, and values of Capital Facilities.


PHYSICAL REQUIREMENTS:
Ability to produce handwritten and typed documents. Must be able to physically negotiate rough terrain and typical construction sites. Able to safely climb construction ladders and able to go up and down stairs for multi-story buildings. All duties are performed with or without reasonable accommodation.
