Responsibilities

Serving as a Contract Compliance Specialist makes you a valuable member of the FLETC team and mission. These positions are located in the Mission and Readiness Support Directorate of the Federal Law Enforcement Training Centers. One position will be in the Artesia Administration Division (AAD) in Artesia, NM. The second position is located in the Cheltenham Administration Division in Cheltenham, MD. The primary purpose of these positions is to plan and exercise management control and to provide administration and quality assurance functions of assigned on-going service contracts.

Typical assignments include:
  • Providing management support for assigned contracts and serving as an appointed Contracting Officer's Representative.
  • Collaborating with contractors, FLETC functional activities, partnering organizations, other government agencies and industry, and the Contracting Officer to identify methods for improvement to enhance successful completion of contracts and customer satisfaction.
  • Reviewing planning and programming documents and data affecting assigned contracts, to determine impact on training aspects of logistics support and implementing applicable portions.
  • Developing a budget analysis for each contract annually and preparing the necessary documents to obtain yearly contract funds.
  • Preparing and presenting oral reports and formal presentations to senior management and other Federal and state agencies.

  • You must successfully pass a background investigation.
  • Must obtain and maintain the level II Contracting Officer's Representative Certification for the GS-9 level and must acquire the level III within one year of being hired and to be promoted to the GS-11.
  • You will need to set up direct deposit so we can pay you.
  • You will be required to complete an OGE 450, Confidential Financial Disclosure Report, within 30 days of starting your federal employment and annually thereafter as long as you occupy a position that requires financial disclosure reporting.
  • Current and former federal employees within the General Schedule (GS) must meet the time-in-grade requirements outlined in the "Qualifications" section of this announcement.
  • You must be a U.S. citizen to apply for this position.
  • This is a bargaining unit position.
  • You must possess and maintain a valid driver's license to conduct official government business.
  • This position is designated as Emergency Essential. You will be required to sustain FLETC's operations in the event of a localized situation, such as inclement weather, interruptions to power, or dismissal or closure of DHS operations or services.
  • This position's funding is dependent on Congress; however, you will be expected to report to work during a government shutdown, but will not be paid during a furlough.
  • Overtime, shift work, weekend work, and holiday work may be required.
  • Occasional travel may be required.
  • This position is eligible for telework based on agency policy.


Qualifications

The qualification requirements listed below must be met by the closing date of this announcement.

For the GS-09 grade level: Applicants must possess at least one year of specialized experience equivalent to at least the GS-07 grade level in the federal service planning and developing procurement related documents and performing inspections to assure compliance with specifications and safety measures.

Successful completion of a Master's or equivalent graduate degree, OR 2 full years of progressively higher level graduate education leading to such a degree, OR LL.B., or J.D., that is related to the work of the position to be filled;

-OR-

An equivalent combination specialized experience and graduate education as described above. (Only graduate education in excess of the first 18 semester hours may be used).

Time in Grade GS-09: Current and former GS federal employees must have served 52 weeks at the GS-07 grade level in the federal service. The time-in-grade requirement must be met by the closing date of this announcement.

For the GS-11 grade level: Applicants must possess at least one year of specialized experience equivalent to at least the GS-09 grade level in the federal service planning and developing procurement related documents; performing property management processes and procedures, forms, documentation and record keeping requirements; applying fact-finding and investigative techniques to gather clear-cut factual evidence of compliance with contractual requirements and regulations; conducting studies, analyzing findings, and making recommendations.

Successful completion of a Ph.D. or equivalent doctoral degree, OR 3 full years of progressively higher level graduate education leading to such a degree, OR LL.M. that is related to the work of the position to be filled.

An equivalent combination specialized experience and graduate education as described above. (Only graduate education in excess of the first 36 semester hours will be combined with the specialized experience).

Time-in-Grade: Current and former GS federal employees must have served 52 weeks at the GS-09 grade level in the federal service. The time-in-grade requirement must be met by the closing date of this announcement.

Physical Demands: In addition to work performed at a desk, the incumbent is involved in frequent stooping, bending and walking to perform inspections and witness contractor performance. You may need to monitor contractors' performance on weekends, evenings, and Federal holidays, necessitating shift work or extended work hours. Overtime work is required to monitor contractors' performance during these periods of time.

Work Environment: The work is performed in a typical office setting, but involves visits to contractor work sites as well as maintenance shop activities. Heat, dirt and dust are present at these facilities and require the use of safety equipment such as boots and glasses.
