Director of Department of Project Implementation

An Overview
Are you an innovator prepared to make an impact by guiding the implementation of the Capital Improvement Program (CIP), from conceptual idea through construction, for the seventh largest city in the Commonwealth of Virginia? Are you ready to further establish the foot print for one of the City of Alexandria's newest and most essential departments?

If so, you may be the prime candidate to be the City of Alexandria's next Department of Project Implementation Department Head. Along with providing the overall leadership and strategic direction for the City's core infrastructure design and construction program, the candidate selected for this executive leadership position will also steer ground-breaking projects such as:
  • Serve as a key stakeholder in the development and implementation of the City's $2 billion 10-year Capital Improvement Program;
  • Direct the implementation of a $320 million Design/Build infill Metrorail station at Potomac Yard in coordination with Washington Metropolitan Area Transit Authority (WMATA);
  • Guide the design and implementation of $50 million Waterfront Flood Mitigation project;
  • Execute the design and construction of up to $100 million in state mandated new or improved storm water facilities;
  • Achieve the design and construction of a $130 million Bus Rapid Transit Corridor "C" in the West End of the City; and
  • Drive the design and construction of a $10 million municipal fiber optic network, connecting 90+ sites throughout the city.

The Opportunity
In alignment with the City of Alexandria's organizational values, some of the duties and responsibilities of this position are:

RESPECT
  • Serve as the City's lead representative to all project stakeholders including City Departments, consultants, contractors, other governmental entities, citizens, and business groups in building consensus around project planning and implementation;
TEAMWORK
  • Advance the City's Strategic Plan goals, focusing on the goals for Economic Development, Transportation, the Environment, and Public Safety;
  • Plan, direct and manage all activities and programs within the Department, including project management, engineering design and construction management;
  • Provide staff support to the City Manager, City Council, Waterfront Commission and various other boards and commissions with respect to the implementation process for public projects;
INTEGRITY
  • Prepare and administer annual department operating and capital budgets;
  • Oversee the program for developing cost estimates for public infrastructure and public improvement projects at budgeting, concept, preliminary design, final design, and pre-construction levels;
CONTINUOUS IMPROVEMENT
  • Engage the public in the implementation process for infrastructure projects and small area plan implementation; and
  • Develop best practices for project management for implementing public infrastructure improvements and public improvements associated with Small Area Planning, and trains staff in these practices.

The Ideal Candidate
To qualify for this position, all candidates must possess a bachelor's degree in civil engineering, public administration or a related field; Ten (10) years of progressively responsible engineering experience including management experience in directing and oversight of urban capital plans and projects in the public sector; and be able to obtain and maintain a Professional Engineer (PE) certification in the Commonwealth of Virginia.

To be considered an ideal candidate, one should also possess a master's degree in civil engineering, public administration or related field; extensive experience in complex construction in locations similar to the City of Alexandria and in proactive civic engagement; a proven track record of successful implementation of best practices in project management and experience in alternative project delivery methods.
