SAIC is rapidly growing a System Integration team to deliver a new, complex space and ground system in support of National Security. This exciting and innovative program, located in Chantilly VA, is leveraging best practices in system engineering, via Digital Engineering processes and technology, and in Agile software development, via DevSecOps development. 

For this program, SAIC is seeking a Control Accounting Manager (CAM) to oversee and manage and ensure costs to ensure Contract / Team activities are allocated according to the program requirements and needs.

In this role, you will oversee the cost control systems, manage and interpret cost audits, and prepare EVM reports for presentation to top management. You will work with the program group leads and program control analysts to gather and track actual cost and schedule data (materials, labor, etc.), and compare budgeted cost and schedule data to manage and create earned value management reports.

This position reports directly to the Program Manager.

Duties include:

• Work with Leadership and technical staff to establish and maintain integrated baseline for scope, schedule and budget
• Support program Control Account Managers (CAMs) in planning monthly labor forecasts in order to complete major program milestones
• Set up Earned Value performance based on baseline durations (0/100,LOE,Milestone % Complete)
• Assist CAMs in Quantifiable Backup Data generation (QBD) for incremental performance status
• Assess and status work performed, and perform variance analysis as required, to understand performance
• Develop and ensure implementation of corrective action plan to support execution on cost and schedule
• Generate and manage Estimate-at-Complete (EAC)
• Validate costs charged to the control account
  • Ensure staff is issued appropriate charge number and labor codes.
  • Check for accuracy in time charging and other cost-impacts
• Coordinate with subcontracts to support maintain integrated baseline and secure reporting data
• Ability to support and write as needed Variance Analysis Reports (VARs) in a clear and concise manner for the Format 5 reporting
• Ability to close on tasks in a timely manner in order to support monthly reporting
• Assist in set up and maintaining monthly program logs to track all programmatic changes
• Set up and assisting in data tracing from SOW through to the IMS with an understanding of all data points in between
• General understanding of the DCMA 14 points in order to help CAM planning and ensure easy schedule implementation
• Ability to do all Earned Value Analysis (Rate impacts, TCPI to BAC and EAC, CPI, SPI, Risk and Opportunity Analysis)

Qualifications

TYPICAL EDUCATION AND EXPERIENCE: Bachelors and three (3) years or more of related experience; Masters and one year of related experience

CLEARANCE REQUIREMENTS:

• Current TS clearance, TS/SCI preferred

REQUIRED EDUCATION, EXPERIENCE, AND QUALIFICATIONS:

• Bachelor's degree in Accounting or Business Management;  4 years professional experience may be substituted in lieu of degree.
• Minimum 3 years’ experience in Earned Value Management System (EVMS) implementation and reporting

DESIRED EDUCATION, EXPERIENCE, AND QUALIFICATIONS:

• CAM experience on Systems Integration program for a Major Systems Acquisition (MSA)
