The West Slope Community Library is a cozy 6,000 sq. ft. library in the charming West Slope/Raleigh Park neighborhood of urban unincorporated Washington County, in the southwest Portland area. Situated on the grounds of Raleigh Park Elementary School, West Slope is the only library within Washington County Cooperative Library Services (WCCLS) that is operated directly by the County. West Slope boasts a loyal patron base with strong circulation numbers and a dedicated staff of 5 full-time and 4 part-time employees, as well as about 50-55 weekly volunteers, contributing nearly 100 hours of service each week.

As Community Library Supervisor, you are responsible for the strategic direction of the library, community engagement, relationships with the Library Advisory Board and an active Friends group. You will manage library operations, including staffing, the facility, and an annual budget of $1.4 million. You also have the opportunity to develop the vision for the Library through strategic planning cycles with community engagement. Encourage a welcoming library environment with inclusive collections and services that delight users and cultivate strong relationships with community organizations, library volunteers, the Library Board, and Friends of the Library. Participate with WCCLS member library directors on WCCLS' Policy Group Committee, and report directly to the Manager of WCCLS, a department of Washington County. Learn more about WCCLS' governance structure here: www.wccls.org/governance

ESSENTIAL JOB DUTIES

Duties may include, but are not limited to the following:

  1. Plans, manages and oversees the daily functions, operations, staffing, programs and activities of a community library, including adult and children's services and programs, circulation, cataloging, reference, collection development, volunteer coordination, policies and procedures administration, facilities maintenance, technology coordination and support services. Oversees collections and deposit of fines, fees and donations.
  2. Manages and participates in the development and implementation of goals, objectives, policies, and protocols; recommends policies and procedures about library services; collects and analyzes statistics, such as circulations and collections.
  3. Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures by comparing the number of registered patrons to area residents; recommends and implements appropriate services and staffing levels.
  4. Conducts census and needs analyses of the library area residents to meet specific needs of patrons; manages the processing of library materials.
  5. Analyzes, interprets and applies provisions of laws, rules, ordinances and regulations governing the administration and management of community library.
  6. Selects, motivates, and supervises assigned personnel; conducts and facilitates staff training and development programs; plans, directs, coordinates and reviews the work of assigned staff or volunteers; assigns work activities, projects and programs; reviews and evaluates work products, methods and procedures; prepares and conducts performance evaluations for staff; works with employees to correct deficiencies; recommends and administers progressive discipline; selects and oversees the work of volunteers.
  7. Reviews and analyzes the operations of contracted service providers, such as Summer Reading performers and presenters; recommends changes as appropriate to ensure adequate delivery of services.
  8. Reviews new trends and innovations in the fields of library program development, technology, and administration; reviews innovative ideas and technologies; determines applicability to assigned community library programs; oversees the implementation of changes to established programs when appropriate.
  9. Serves as the liaison for the community library to the Library Advisory Board and Friends Group and other programs within the WCCLS, departments, outside agencies and libraries; resolves sensitive and controversial issues, such as book challenges, disruptive patrons or citizen inquiries and complaints; participates in meetings with community and professional groups.
  10. Develops and oversees the annual budget of the community library; project expenditures for personal services, materials and supplies, and capital to achieve program goals; monitors and approves expenditures and implements adjustments.
  11. Manages the purchase of goods and services for the program. Issues requests for quotations, negotiate prices with vendors and contractors, and reviews contracts and license agreements with County Counsel. Serves as liaison to vendors and contractors.
  12. Coordinates physical facility and grounds maintenance, remodels and repairs.
  13. Writes grant applications, administers grants; develops fund-raising strategies.
  14. Promotes interest in library programs through publicity, program brochures, cooperation with various community groups, and public contacts; speaks before citizen groups, students and other business and civic organizations; coordinates and leads professional group meetings such as the West Slope Library Advisory Board, West Slope Friends of the Library group and WCCLS Policy Group.
  15. Directs the research, compilation and maintenance of statistics, records and data required for compliance with local and State mandated reporting requirements; directs the preparation of annual and periodic reports on program operations, program planning and evaluation.
  16. Conducts organizational and operational studies such as workflow analysis, cost-effectiveness, efficiencies, and best practices; recommends modifications to programs, policies and procedures as appropriate.

MINIMUM QUALIFICATIONS

Education and Experience:
A typical way to obtain the knowledge and abilities would be:

  • A Master's level degree in Library Science from an accredited American Library Association program or related field; AND
  • Four (4) years of professional experience managing a program area in a public library, including 2 years of supervision experience

If you have completed education in a foreign college or university and are using this education to meet the minimum qualifications, you must provide documentation that the foreign education is comparable to that received within the United States' accredited college or university system or your application will not be accepted.

  • Must possess a driver's license valid in the State of Oregon and have an acceptable driving record.

3. A DMV records check (covering the last 3 year period) will be performed on candidates who pass the SME evaluation step in the selection process.  Candidates who have held an out-of-state DMV license in the last 3 years may wait to submit their records after they have successfully passed the SME evaluation step.

4. Candidates successfully passing the DMV records check will be placed on a list of candidates eligible for oral panel interviews. It is our goal to schedule the first round of interviews as soon as possible.
